I think it would be helpful to get a sense of who, in each nation, the characters are to write to to discuss different kinds of issues. This way our characters, who presumably know that each other are the power-makers in the other territories, can arrange things in-character.
There is also a question of time for letter replies. Delays would certainly be realistic, but we might all forget to respond if it takes a month for a letter to cross the Shiraz and reach a different character.
To get the list started:
For the Blessed Isles, there are two characters to write at this time:
The Episcopos Sofiya Maurenos, regarding matters of state and religion: since she is blind, the letters will be read aloud to her by a servant and the reply dictated.
AND
Praetor of the Arms and Oars Aidan Cambress, regarding politics and matters of state.

For Amoraea, there's one character and one government body to write to at this time:
Wolfezth Severus Deraine -- For anything regarding the military or as an alternative means of contacting someone for matters of state or politics.
The Senate (At least until we get individual Senators) -- For anything regarding economy or money, or international affairs and matters of state; along with politics.

For Yamatai it's mainly the daimyo and/or his chief retainers in regards to state/political matters. There's also the Tennō, who currently holds great cultural and religious status, but very little political power.
(Although, that being said, none of those canons have been taken at the moment.)
